1.合同双方
本条款由您（作为被许可方）与国重平台订立；您代表机构申请的，应具备相应授权。
2.数据集内容
本条款所称“数据集”指 PROACT-Bench 中英双语智能体运行时安全数据集。国重平台仅对其有权许可的内容授予使用权；原始数据资产的相关权利归各自权利人所有。
3.数据集许可
3.1 数据集采用受控访问方式提供。您须提交真实的访问申请，核验所属机构身份，并完成本条款的电子签署，经授权后获取数据。您还须遵守原始数据资产适用的许可与使用限制；本条款不扩大任何第三方授予的权利。
3.2 在您同意仅用于非商业科研范围内的安全评估、防御性基准测试及安全护栏开发的条件下，国重平台授予您可撤销、非专属、不可转让、免版税的下列使用权：
3.2.1 在授权范围内下载、处理、修改和使用部分或全部数据；
3.2.2 使用本数据集形成出版物或公开研究成果时，应注明数据来源，并引用以下论文：

3.3 下列限制适用于第 3.2 条授予的全部权利。违反任一限制的，相关使用许可终止：

3.3.2 不得未经授权向第三方分享、转让、公开传播数据集或其访问凭据；
3.3.3 不得利用数据集训练恶意智能体、增强攻击能力或开发用于恶意利用的产品与服务；
3.3.4 公开基于数据集取得的成果或派生作品时，必须注明数据来源；
3.3.5 仅可在授权范围内提供派生作品，并须保留本条款及适用的第三方许可，要求接收方遵守相关限制；
3.3.6 不得删除或篡改数据中的署名、来源、权利声明及许可通知；
3.3.7 不得利用数据集实施未经授权的操作，或侵犯他人的隐私、知识产权及其他合法权益；
3.3.8 不得规避机构核验、访问授权及使用限制，或超出获准的研究用途使用数据集。
4.免责声明
4.1 数据集按现状提供。国重平台不保证数据、标签或辅助理由完全准确、完整或适用于特定用途，也不保证基于数据集开发的系统能够识别或阻止所有风险。
4.2 您应自行评估使用风险，并保留必要的人工监督和系统安全措施。在适用法律允许的范围内，国重平台不承担因使用或无法使用数据集造成的损失；本条款不排除依法不得排除的责任。
5.期限和终止
5.1 本条款自您同意后在授权使用期间有效。国重平台可通过通知您或在平台页面发布通知，撤销许可或终止数据访问。
5.2 如您违反任一条款，许可即告终止；您应停止使用数据集，并按国重平台要求删除或返还所持数据副本。
5.3 第 3 条中的使用限制、署名及第三方权利保护义务，以及第 4、5 条中依其性质应持续有效的约定，在终止后继续适用。
《Terms of Use for PROACT-Bench Dataset》
Please read these terms before accessing PROACT-Bench, supplied by the State Key Laboratory of Intelligent Vehicle Safety Technology ("IVST"). If you reject any provision, do not sign these terms or use the dataset.
Selecting Agree on the webpage or completing an electronic signature records your acceptance. Dataset access additionally requires the application, affiliation verification, and authorization described in Clause 3.1.
1. Contract parties
These terms are entered into by you, as licensee, and IVST. If applying on behalf of an organization, you must have authority to do so.
2. Dataset content
The "dataset" means PROACT-Bench, the bilingual dataset for runtime agent safety. IVST licenses only content it is entitled to license. Rights in underlying source assets remain with their respective holders.
3. Dataset license
3.1 Access is controlled. Submit an accurate application, verify your institutional affiliation, electronically sign these terms, and obtain authorization before accessing the data. Applicable source-asset licences and restrictions also apply; these terms do not expand third-party permissions.
3.2 For non-commercial research in safety evaluation, defensive benchmarking, and guardrail development only, IVST grants you a revocable, non-exclusive, non-transferable, royalty-free permission to:
3.2.1 Download, process, modify, and use some or all of the data within the authorized scope;
3.2.2 Use the dataset in research publications or public research outputs, provided you acknowledge the source and cite:

3.3 All permissions under Clause 3.2 are subject to the following restrictions. A breach terminates the relevant permission:
3.3.1 Commercial use requires separate written authorization from IVST;
3.3.2 Do not share, transfer, or publicly distribute the dataset or access credentials without authorization;
3.3.3 Do not train malicious agents, improve offensive capabilities, or develop products or services for malicious exploitation using the dataset;
3.3.4 Identify the data source when publishing results or derivative works;
3.3.5 Supply derivative works only within the authorized scope, retain these terms and applicable third-party licences, and require recipients to observe the relevant restrictions;
3.3.6 Preserve attribution, provenance, rights statements, and licence notices;
3.3.7 Do not use the dataset for unauthorized operations or to infringe privacy, intellectual property, or other lawful rights;
3.3.8 Do not bypass affiliation checks, access controls, or usage restrictions, or use the dataset beyond the approved research purpose.
4. Disclaimer
4.1 The dataset is supplied as is. IVST does not warrant the accuracy, completeness, or fitness of data, labels, or auxiliary rationales, or that systems developed using them will detect or prevent every risk.
4.2 Assess usage risks and maintain appropriate human oversight and system safeguards. To the extent permitted by applicable law, IVST is not liable for losses arising from use or inability to use the dataset. Liability that cannot lawfully be excluded is unaffected.
5. Term and termination
5.1 These terms apply upon acceptance throughout authorized use. IVST may revoke permission or terminate access by notifying you or posting a notice on its webpage.
5.2 A breach terminates the permission. Stop using the dataset and delete or return held copies as required by IVST.
5.3 The usage restrictions, attribution requirements, and third-party rights obligations in Clause 3, and provisions in Clauses 4 and 5 intended to survive, continue after termination.
